Hats off to KCR, says Andhra CM on encounter

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Monday hailed his Telangana counterpart K. Chandrashekhar Rao and police officers of that state for the killing of four accused of a woman veterinarian's gang-rape and murder case.

"Hats off to KCR garu and Telangana police officers," Reddy said in State Assembly while referring to the killing of all accused in an alleged aencounter' by the police.

"Encounter took place. If it happens in film... if the hero resorts to encounter, everybody claps. If it happens in real life and if somebody courageous does it, National Human Rights Commission comes rushing. They say what happened is wrong, it should not have happened and ask why it happened," remarked Reddy in obvious criticism of NHRC for sending a team to investigate the encounter.

The Chief Minister also stated that while nobody wants someone to take law into his hands and go on killing the perpetrators of such heinous crimes, the situation had come to such a pass that victims have lost hope of getting justice due to delays, laws proving ineffective and the culprits going unpunished.

"In such a situation if an incident like this (encounter) happens, those doing it become heroes," he said in an obvious reference to people hailing the action of Telangana police.

Replying to a debate on increasing atrocities on women, Reddy said the government would table a bill for women's safety on Wednesday.

The Chief Minister said in cases where there is conclusive evidence, the guilty should be hanged in three weeks.

"The investigation should be completed within a week and trial should be over within two weeks. Within 21 working days, the perpetrators should be hanged," he said.

He also announced that every district will have an exclusive court to deal with the cases of rape and also the cases of abuse of children.

Reddy said the Hyderabad incident again proved that when a man consumes liquor he becomes a demon. "When a man sits with three four others and they all consume liquor, they become demons and commit such gruesome crimes," he said.

Reddy said it was for this reason that his government controlled liquor and shut down 43,000 belt shops (illegal liquor outlets) in the villages. He said the government was taking steps for total prohibition as liquor was main cause of crimes against women.

He also vowed to come down heavily on pornographic website and also on those who make objectionable posts on social media about women.
