The 30-year-old Brazilian joins the Major League Soccer club from Brazil's Corinthians for an undisclosed fee after agreeing to a four-year deal, reports Xinhua news agency.
Urso made 57 appearances for Corinthians across all competitions in 2019 following a two-year spell with Guangzhou R&F. He represented Shandong Luneng from 2014 to 2016.
Earlier in the week, Orlando City had announced the signing of Argentinean defender Rodrigo Schlegel from Racing Club.
The Florida outfit finished 11th in the MLS Eastern Conference this year with nine wins, 10 draws and 15 defeats.
