Terrorist handlers across the Line of Control have been active since the BJP-PDP alliance ended in Jammu and Kashmir on June 19. After a brief silence, there have been regular directions to terrorists in the state to 'keep up the pressure.' And the pressure has to be kept up, according to intercepts picked up by Indian security forces, to force the government into talks, with the Hurriyat, and eventually, with Pakistan. The word "talks" have been picked up again and again.
"Keep going and the government will be forced to talk," is the message. Any government initiative towards the discussions will be seen as a victory. Also, the Indian government, the handlers have said, should not be given the satisfaction of thinking that Governor's Rule has produced positive results. This would naturally, according to the handlers, allow the Centre to say that terrorist activity was allowed to continue by the Mehbooba Mufti government. So, there should be more attacks; what was happening before June 19 should continue.
For India, it is evident that there will be no respite over the summer, which is why there are troops in place for the Amarnath Yatra, and also, enough troops along the Line of Control to stop infiltration. The end of cross-border firing has made it easier for troops; there have been fewer casualties. Till recently, officers and men along the Line of Control had to take cover when the Pakistani mortars opened up. Just then, the terrorists would be infiltrated. Now, with the ceasefire, terrorists have lost that advantage.
